The honest question is not whether India can plan, it plainly can, but whether it can finish on time and secure what it builds.

Let major urban projects, from the Noida Elevated Expressway loops to municipal rain-forecasting systems, carry published timelines against which they are measured. Announcements should be the beginning of accountability, not the end of it. A young republic deserves a state that finishes what it starts, secures what it builds, and publishes what it promises.
