In December 1916 the Congress and Muslim League reached the Lucknow Pact, and the 1907 Surat split between Moderates and Extremists was healed at the same Congress session. Tilak's and Annie Besant's Home Rule Leagues turned nationalism into organised agitation as the First World War dragged on.
