Youth drowns in open drain with bike, incident caught on CCTV; people rescued

Due to major negligence by the municipality in Lalitpur, a young man fell with his bike. Fortunately, people nearby immediately rescued the young man. The entire incident was captured on the nearby CCTV camera.
