Why is the Google Data Center shown as three projects? How did environmental clearances come so fast?

The BBC team visited Tarluwada and Adavivaram in Visakhapatnam district and Rambilli in Anakapalle district. Land levelling and soil shifting works are currently in progress in these three areas.
