No government owns the integrity of education or public employment; it administers them on the citizen's behalf, and is answerable when trust in them erodes. A republic in which the smallest aspirant must assume the worst of the system has mispriced its most basic public asset, which is trust. Trust is cheap to spend and ruinously expensive to rebuild — and on this evidence, it is being spent freely.

Complainants, like the officer now before the Meghalaya State Commission for Women, need protection consistent with law and due process, so that exposing a fault is not a career-ending act. And allegations such as the ₹20,000 fake-job claim must be investigated swiftly and visibly, because deterrence lives in consequence, not in assurance. None of this is radical. It is merely the State keeping the one promise on which an aspiring nation rests: a fair chance, honestly administered.
