The Union Public Service Commission has declared its civil services preliminary results, shortlisting 13,343 candidates for the Mains. CRPF and CISF personnel with a clean service record have been deployed to provide security to exam papers as they are taken to examination centres. And in Ahmedabad, the cyber-crime police have uncovered two networks feeding on the same examinations. Read together, these are not unrelated bulletins. They are the vital signs of an institution on which the aspirations of many young Indians rest, and the readings are not reassuring.

A child in a small town and a child of privilege sit, in principle, the same paper. That is why integrity here is not an administrative nicety but a public obligation. It is also why the odds are unforgiving: last year the Union Public Service Commission shortlisted 14,161 candidates for the Mains against just 1,087 notified vacancies. When the funnel is that narrow, every candidate must believe the contest is clean. A single credible breach does not merely wrong one cohort; it corrodes faith in the idea that effort, not access, decides who rises.

The National Testing Agency needs an independent integrity audit with published findings, a secure end-to-end chain of custody for papers, and tamper-evident systems that reduce dependence on visible security deployments. Refund and registration systems must be hardened so that student accounts cannot be compromised at scale, and victims must be made whole on a fixed timeline. Cyber cells should coordinate with platforms such as Telegram to act before scams spread, with advisories issued in plain language ahead of panic. Above all, accountability for examination integrity must be clear from end to end. India asks its young to stake their futures on a few hours; the least the state owes them is a contest they can trust.
