The real question is sharper than the slogan: does a transfer reach those who need it, and is it costed, funded and durable — or is it announced first and accounted for later? Hold both truths, and the debate turns serious.

For a domestic worker, a nurse on a night shift, a student without her own income, a free seat on an ordinary bus can mean access — to wages, to a clinic, to an examination hall. For many women the daily fare stands between home and paid work, between a symptom and a doctor. A scheme like Priyadarshini, or a ₹1,000 transfer a woman controls herself, converts abstract empowerment into bus tickets and bank balances. Growth that never reaches the woman in the queue is a vanity metric. By that test, putting mobility and cash directly into women’s hands is not automatically populism. It can be overdue welfare.

As one government prepares free travel, a state-wide protest has been announced alleging betrayal over the promise — a contested charge, but a revealing one, for welfare has become a trophy to be claimed and challenged by turns. Read the fine print: the Kerala concession is reported for ordinary services, not all services; the ₹1,000 is still a promise for the future; and one announcement was made at a roadshow rather than through a disclosed fiscal statement. When citizens hear entitlements without costings, they cannot tell a funded right from an unfunded pledge. A promise without a price tag is a charge on the exchequer they also own.

The verdict is not contempt for welfare but a demand that it be governed — costed, audited, honest. Compassion without accounting is a slogan in a hurry.

There is a constructive path, and it sacrifices not one deserving citizen. Let every transfer scheme be tabled with a costing — its yearly outlay, its funding line, and a published statement of what it displaces — so that the legislature, not the loudspeaker, sanctions it. Let an independent fiscal note accompany each welfare announcement, insulating entitlements from the political calendar that now magnifies them. And let cash and concessions rest atop a floor of jobs, transport and schools, not stand in their place; a woman needs the ₹1,000 and the work that makes it dispensable. Welfare is not the enemy of development. Unaccounted welfare is. Fund the poor honestly, publish the bill, and the bus, the balance and the budget can all hold.
