The defence of summitry is sound: recognition opens doors that stay shut to the unrecognised; a comprehensive partnership with a European Union member is a foothold in a continent rethinking its supply chains; and the dozen-plus Bratislava outcomes — a joint working group on counter-terrorism, a letter of intent on defence cooperation, and an MoU on labour mobility — are concrete instruments, not slogans. The sceptic's case is equally sound: letters of intent are not orders, memoranda are not jobs, and a trade surplus is not broad-based prosperity. The governing principle must remain friends, not vassals. Both readings are true at once. The task of policy is to convert instruments into outcomes, and to be judged on whether it does.

But foreign policy must answer to the same standard as every other arm of the state: does it reach the citizen, and does it keep India a friend rather than a dependant? Honours flatter the office; partnerships, if they are honest, equip the nation. The right yardstick is not how warmly the Prime Minister is received abroad, but whether the labour-mobility memorandum protects the dignity of the worker who travels, whether the promised technology actually arrives, and whether a trade surplus becomes employment at home. Recognition is the easy half; conversion is the work.

The deep-tech capital now being courted must be tied to manufacturing and skilling that reaches beyond the metros. The model already exists at home: when the Ministry of New and Renewable Energy honoured Telangana at the Global Wind Day 2026 national conference in Goa for an ecosystem-driven approach to renewables, it rewarded delivery, not ceremony. That is the honour worth chasing. Let the next tour be judged not by the count of awards, but by the outcomes it can prove.
