Third, where a State turns to private operators, bind them by transparent contracts with published outcomes and exit clauses, so quality is a verifiable promise rather than an abdication. The protesters themselves asked for judicial intervention; an independent audit of the education system would test that demand on the merits. Above all, give every grievance — at a school, a collectorate, a bank — a standing forum that answers with records and deadlines, so the next demand reaches a desk, not a barricade.
