In recent reports, the state met the citizen at three points where its power is most visible: the taking of land, of livelihood, and of liberty. In Delhi, the government took possession of the Jaipur Polo Ground after a court rejected a stay plea. Near the race club, shops at Bhai Ram Camp were cleared, with locals alleging lack of notice even as authorities cited a High Court order amid ongoing eviction proceedings. In Gujarat, the government sought a year's imprisonment; the court rejected the State's appeal and gave a man a day, citing confession, poverty and family responsibility. Each act wore the form of law. The measure of a republic, however, is not whether the state can act, but how it acts — with what notice, what hearing, what proportion.

Authority is not enoughकेवल अधिकार ही पर्याप्त नहीं
That the state may reclaim land, enforce a court's order and prosecute crime is not in dispute. Public land cannot be held hostage indefinitely by those without right; a statute left unenforced is a promise betrayed. But authority and due process are not rivals — the second is what makes the first legitimate. Possession, eviction and sentencing are lawful instruments. The question an administration must press is narrower and harder: was the manner of each action equal to its gravity? Notice, a hearing and proportionality are not favours granted to the governed. They are the line that separates government from force.

Organised crime, too, demands hard instruments — Delhi Police has invoked the Maharashtra Control of Organised Crime Act against Nasir Hafiz Khan alias Irani alias Sameer, an alleged Irani Gang kingpin wanted in over 38 cases, and no one should mistake due process for indulgence of such networks. Now the citizen. Locals at Bhai Ram Camp say shops were demolished without notice, even as authorities cited a High Court order amid ongoing eviction proceedings — for an order to evict is not a licence to surprise. A livelihood threatened without a clear chance to respond can become punishment before hearing. Both claims can be true at once.

The way forwardआगे का रास्ता
The reform is unglamorous and entirely within reach. Every eviction and demolition should carry published notice, a meaningful opportunity to respond, a named appellate authority and a humane plan before a single wall comes down. The proportion visible in the Gujarat court's one-day sentence should guide the bulldozer as readily as it guided the bench. Hard statutes such as MCOCA belong to alleged organised-crime networks, not to the corner shopkeeper, who is owed a hearing rather than a demolition crew. The state surrenders nothing it is entitled to by giving notice; it surrenders only the power to surprise the weakest. A government confident in its case can afford due process; one that cannot is confessing it has no case. Build the procedure, and legitimacy follows the law instead of trailing behind it.
