This capacity is real; it is won by patient intelligence and risk to life, and deserves acknowledgement before any criticism.

When a family must approach a constitutional court merely to learn whether a son is alive, accountability has already failed somewhere upstream of the courtroom.

These facts are not enemies. A republic that faces alleged ISI-linked plotters and armed Maoists needs a capable, confident police; a republic governed by a Constitution needs that same police fenced by magistrates, courts and the written record. The rule of law cuts both ways. It denies the cell its impunity, and it denies the street its veto. When a Bhatkal police station is besieged after communal clashes, or two men are booked by Subrahmanya police for illegally transporting cows, the lawful answer is the same: named charges on evidence, not collective blame. Power escapes law in both directions, through the unwitnessed lock-up and the mob at the gate; a disciplined force resists both.

Here, then, is the judgement. Police effectiveness without accountability is not order; it is fear in uniform, and fear is a brittle foundation for a republic. The measure of a force is not only the plots it disrupts and the surrenders it records, but the detainees it returns, alive and unbroken, to a magistrate. A surrender with forty rounds recovered is a good day's work; one citizen who disappears after being picked up by police can erase the credit of many such days, because it warns every other citizen that the uniform may be the last face they ever see. Trust forfeited in the lock-up is not recovered at the press conference, and a republic that loses that trust will struggle to make its citizens obey the law.

The remedy is neither exotic nor anti-police. Produce every detainee before a magistrate, and log each custody from the first minute in a record open to proper inspection. Let the A.P. High Court hear the Vijayawada family's plea swiftly and, if warranted, order an independent judicial inquiry into the allegation — scrutiny that, if officers have nothing to hide, will vindicate them. Build standing police-complaints oversight that sits outside the local station hierarchy. Reward the Delhi arrests, the Maoist's surrender and the Yalandur raid; but audit the cells with the same diligence. A force confident enough to invite oversight is stronger, not weaker, than one that resists it. The constable at every door is India's reality; making that constable answerable is its unfinished work.
