Enforcement is visibly active and increasingly financial in aim, which is the right instinct: a narco-terror network is weakened by cutting its assets and supply lines, not merely by handcuffing its couriers. Yet attachment is provisional and intelligence is not proof, so the republic's credibility now rests on conversion — of seizures into convictions, of inputs into court-tested evidence. The way forward is concrete. Move such cases through court with urgency and publish conviction rates, not only seizure tallies. Pair anti-narcotics enforcement with de-addiction and rehabilitation, so detected users are reclaimed rather than paraded. Tighten coordination between police, the NIA and financial investigators. And above all, deny handlers the local openings through which such networks recruit, move money and supply drugs.
