And it should make the protection of Indian nationals abroad, seafarers above all, a fixed measure of every strategic partnership, the India-UAE compact included. Honours are pleasant; accountability is the test. Let the next summit record not only that India was present, but that its citizens' lives were treated as non-negotiable.
