India's public life is loud with claims of transformation. At the India Innovates event in France, the Prime Minister described a startup revolution in which young Indians seek solutions to problems in the interest of humanity. That aspiration deserves respect. But a republic is judged less by the language of ambition than by whether its institutions can convert it into fair process and credible oversight. Two recent developments test exactly that. The Central Information Commission has directed the Central Board of Secondary Education to disclose, under the Right to Information Act, information about the procurement of answer books for Board examinations, while allowing exemptions for sensitive data. And the Securities and Exchange Board of India is expected, on June 19, to consider the proposed revival and tightening of the stock-exchange route for open-market share buybacks.

Procurement is where public money meets private vendors, and sunlight there is a basic deterrent to suspicion; if families cannot learn how examination material is bought, doubt fills the vacuum. A buyback route revived without clear conditions can raise concerns about fairness in the market. And a demographic inquiry, however legitimate its administrative aim, can wound a plural society if it proceeds by vague categories rather than evidence; no community should be made suspect by political heat. The demand for disclosure, in each case, is not troublemaking. It is the citizen asking the state to show its work.

The demography committee should state its mandate, its data standards and its safeguards against misuse at the outset. And every claimed exemption should be recorded, line by line, so it can be tested.
